Teacher Incentive Allotment

The Teacher Incentive Allotment (TIA), established by the 86th Texas Legislature through House Bill 3 in 2019, is designed to recruit, support, and retain effective teachers, especially in high-needs and rural schools. 

Madisonville CISD’s implementation of TIA is a strategic effort to: 

  • Attract and retain top educators by offering competitive, performance-based compensation. 
  • Improve student outcomes through a focus on growth and instructional excellence. 
  • Support rural and high-needs education by providing resources to overcome geographic and socioeconomic challenges. 
  • Empower teachers by offering recognition, financial incentives, and a clear path for professional growth. 

MCISD began the TIA application process in the 25/26 school year. During the summer of 2026, we learned our application was fully accepted. Phase I participants will now enter data capture. Additionally, MCISD will enter into a second application year for anticipated Phase II participants.  Gaining TIA is a multi-year process (application, data capture, designation).

Data is collected for each eligible teacher: appraisal data from teachers’ annual observations and student growth data are used to calculate TIA. If a Phase I teacher’s data is aligned, that teacher may be nominated for designation (27/28).

TIA offers financial recognition to top-performing teachers based on designation level:

Master Teacher

Exemplary Teacher

Recognized Teacher

Acknowledged Teacher

Funding varies from district to district and campus to campus. Funding is based on a the school’s rural status and economic needs. 

Once a teacher earns a designation, it is applied to their SBEC teaching certificate and remains valid for five years. The designation is not tied to a specific grade level, subject area, campus, or district, meaning teachers can change teaching assignments or move to another district and still retain their designation. However, the individual must remain in a teaching role.
